Evaluation of the efficiency and effectiveness of the implementation of active employment policy
The project will develop and establish a comprehensive and interconnected information, analytical and monitoring system for the evaluation of active employment policy (AEP) instruments for public employment services, which will primarily affect the impacts of the implementation of individual instruments on the employment and employability of participants in such measures. The system will include both the evaluation of internal processes aimed at ensuring the usability of suitable AEP instruments and the evaluation of external conditions including the various organisational and coordination processes for ensuring the use of AEP instruments. The effectiveness evaluation system will also take into account the factors that influence the assessed impacts. The developed system for evaluating the effectiveness of AEP services will allow for the regular measurement and evaluation of AEP instruments and measures, including targeted programmes, as well as the effectiveness of the impacts on clients, taking into account economic, efficiency and effectiveness requirements. The results of the evaluation will enable the Labour Office of the Czech Republic and the Ministry of Labour and Social Affairs to make informed decisions based on empirical evidence.
