Mezi hlavní bariéry patří nejasné financování výkonu přenesené působnosti, personální zajištění, nejednoznačné vymezení činností a obtížné začlenění agendy do organizačních struktur krajských úřadů. Tyto faktory mohou vést k nerovnému územnímu přístupu klientů, poddimenzovanému náběhu systému a zvýšenému tlaku na sociální práci. Dokument doporučuje stabilizovat financování, zajistit včasnou a srozumitelnou metodickou podporu, systematicky zapojovat kraje do její tvorby, personálně posílit výkon agendy a upravit síť kontaktních míst bydlení tak, aby se omezily regionální nerovnosti.

Abstract

This policy paper focuses on the early stages of implementing the Housing Support Act from the perspective of regional authorities. It is based on qualitative interviews with representatives of regional authorities conducted between July and September 2025, as well as on a review of methodological and legislative materials. The findings show that the implementation of this new agenda is taking place amid uncertainty caused by extensive changes to the law, a short preparation period, delayed methodological support, and the regions’ limited experience with this type of agenda. The main barriers include unclear funding for the exercise of delegated authority, staffing shortages, ambiguous definitions of activities, and difficulties in integrating the agenda into the organizational structures of regional authorities. These factors may lead to unequal regional access for clients, an under-resourced system rollout, and increased pressure on social work. The document recommends stabilizing funding, ensuring timely and clear methodological support, systematically involving the regions in its development, strengthening the staffing for the administration of these responsibilities, and adjusting the network of housing contact points to reduce regional inequalities.
