Abstract

This study presents the second comprehensive assessment of the adequacy of the statutory minimum wage in the Czech Republic following the adoption of Directive (EU) 2022/2041 of the European Parliament and of the Council on adequate minimum wages in the European Union. Drawing on the methodological framework of Špeciánová et al. (2024), the analysis evaluates the adequacy of the minimum wage in 2025 against the four criteria embedded in Section 111 of the Labour Code – purchasing power vis-à-vis the cost of living, the general level of wages and their distribution, the growth rate of wages and the long-term national productivity of labour – complemented by a set of indicators of economic sustainability and international comparison. The year 2023 (Beran et al. 2024) serves as the reference point for assessing the shift in adequacy. The results show that the Kaitz index reached 42.3% of the gross average wage in the national economy in 2025, representing an increase of 1.1 percentage points compared to 2024 and of 1.9 percentage points compared to 2023, thereby gradually approaching the indicative reference value of 47% set by law. It nevertheless remains below both reference thresholds cited in the Directive (50% of the average wage and 60% of the median wage). The real value of the minimum wage recovered in 2024 and 2025 after the preceding decline during the high-inflation period; it remains, however, insufficient to cover the basic living costs of a single-person household in rental housing. The available Czech data for the period 2015–2024 do not support the thesis of a generally negative impact of the faster growth of the minimum wage on employment.
