Empirická data byla získána prostřednictvím 16 polostrukturovaných rozhovorů s 21 zástupci krajských úřadů a doplněna polostrukturovaným pozorováním odborných a informačních akcí k implementaci ZPB. Z výsledků vyplývá potřeba jasně vymezit roli sociální práce v agendě kontaktních míst bydlení a zabránit další kumulaci činností na obecních úřadech. Současně je nutné zajistit personální a finanční podmínky, aby zavádění ZPB neprobíhalo na úkor stávající sociální práce.
Abstract
This paper focuses on certain risks associated with the implementation of the Housing Support Act (ZPB) for social work in municipalities with extended powers (ORP). The aim is to highlight how the introduction of housing contact points (KMB) may affect the workload, work organization, and scope of activities of ORP social workers. The text is based on qualitative research conducted in 2025. Empirical data were obtained through 16 semi-structured interviews with 21 representatives of regional authorities and supplemented by semi-structured observation of professional and informational events regarding the implementation of the ZPB. The findings indicate that regional authorities expect the establishment of KMBs to proceed largely without corresponding staff reinforcement and by utilizing existing social workers. The risk is a further accumulation of responsibilities, an increase in the administrative burden, and a reduction in general social work in favor of housing-related tasks. The implementation of the ZPB may thus become a factor in further overburdening social services departments and may also exacerbate disparities in the availability of housing support among individual ORPs. The results indicate a need to clearly define the role of social work within the housing contact points’ agenda and to prevent further accumulation of tasks at municipal offices. At the same time, it is necessary to ensure adequate staffing and financial resources so that the implementation of the ZPB does not occur at the expense of existing social work.
