The project solution has been devided into 5 stages:

1. the role of employment policy and employment services within the state educational policy (better knowledge of reletionship between human resources development and the labour market);
2. the role of employment policy in increasing incentives for employers to employ job seekers who have major difficulties in finding a job on the labour market;
3. the role of employment policy in the field of labour and professional counselling during the process of employment mediation (an assessment of efficiency of counselling and information services provided by labour offices, suggestions for improving of employment services);
4. optimalization of organisational structure and managing functions ofemployment services;
5. creation of corresponding conditions for implementation of flexible work organisation and working time as a part of employment policy.
