Enhancing the quality and efficiency of the further education system
The retraining system in the Czech Republic is currently widely considered to be functioning poorly, with employers particularly (but also other actors in the labour market) expressing long-term dissatisfaction with its settings which, they opine, do not reflect the current qualifications of participants of retraining courses. The main criticisms also point to the length of retraining courses and the quality of the outputs, i.e. the competencies of participants who complete retraining courses. The need to change the settings of the retraining system thus appears to be both desirable and necessary. In this context, the Ministry of Labour and Social Affairs is implementing the KVASAR project, the aim of which, in cooperation with employers, is to design and pilot test selected measures relating to the revision of the retraining system as formulated by the Employment Policy Strategy of the Czech Republic up to 2020. The project, which will be conducted as part of the KVASAR project, focuses on the provision of specific services in the labour market and retraining, i.e. the proposal of rules for the involvement of employers, educators and other interested regional partners in terms of the setting of the parameters and implementation of modularised retraining, the pilot testing thereof and subsequent support for the implementation of the system in full cooperation with the above-mentioned actors. The project thus addresses the establishment of a complex innovative retraining and further education system, the pilot testing of the involvement of employers in the introduction of modularised retraining and support for the implementation of a standard practice system and modularised retraining itself.
