The identification of barriers to the access of Roma children to foster care
The aim of the project is to analyse the situation of Roma children who are registered by regional authorities in the register of children for the purpose of the arbitration of adoption or foster care (pursuant to Section 22 of Act No. 359/1999 Coll., on the social-legal protection of children, as amended) and to identify barriers that complicate access to care in a foster care environment. The main objectives are to verify whether the method of the non-targeted collection of ethnic data can be employed for obtaining data on the situation of Roma children in the area of foster care and to create a method that is targeted specifically at this area. The results of the project will enable the Ministry of Labour and Social Affairs (MoLSA) to fulfil the obligations imposed on it by the Methodology for the Monitoring and Evaluation of the Roma Integration Strategy by 2020. In the future, they will be useful in terms of conducting similarly focused surveys mapping the situation of Roma children in foster care and assessing the impact of systemic measures on such children (e.g. strategy measures that follow-up on the National Strategy for the Protection of Children’s Rights or MoLSA transformation projects).
