Impacts of the targeted employment support programme Antivirus
The main focus of the project is the evaluation of the impacts of the Antivirus programme, implemented in the Czech Republic, on the labour market – specifically on employment, with particular attention to working hours. The project will also analyse potential indirect positive effects of the support, such as firm “survival” and labour productivity. Subsequently, an economic assessment of the estimated benefits will be carried out in comparison with the programme’s direct costs.
The evaluation will cover the Antivirus programme variants A, B, and A+, and will distinguish the programme’s effects across different periods (provisionally for the year 2020, subsequently for 2021, and finally for 2022).
Furthermore, the project will include a comparative analysis of the design and implementation of the Antivirus programme with other similar Short-Time Work schemes implemented abroad, as well as, where data availability allows, a comparison of international experiences with the impacts of the Antivirus programme.
The objective of the project is to highlight the relationship between the specific features of the Czech programme and its observed effects, thereby contributing to the formulation of appropriate recommendations for its possible modification.
The project will draw upon a combination of multiple data sources and will also make use of international comparative studies.
