Description:

Conditional release from imprisonment has the potential to make a significant contribution to the reintegration of released persons into society and their integration into the labour market. Unlike convicted persons who are released after serving their full sentence, conditionally released persons following release are, for a specified period of time, required to fulfil the conditions set by the court on conditional release, the supervision of which is provided by the Probation and Mediation Service (PMS). Conditionally released persons can make use of specific programmes that persons released after serving their full sentence do not take advantage of due to the focus of such programmes, the competencies of the PMS, or a lower degree of motivation to cooperate with post-penitentiary care institutions. The aim of the project is to consider the functioning and contribution of conditional release with respect to released persons and to evaluate the extent of its contribution to the reintegration of released persons into society and their subsequent integration into the labour market. The research will focus, for example, on the conceptual approach of the PMS to conditional release, the setting of the parameters thereof, the role of the PMS in its realisation and the approach to working with conditionally released persons. At the same time, attention will be devoted to the importance and roles of other post-penitentiary care institutions in the reintegration of released persons, their mutual cooperation, general societal conditions, etc. Thus, areas will be identified concerning which the current settings and functioning of conditional release reduce the potential for the reintegration of conditionally released persons into society and their integration into the labour market, based on which recommendations will be formulated aimed at enhancing the importance of the role of conditional release.
