Typology of social benefits and developments in the insurance and non-insurance social security systems in terms of suitability and effectiveness
As part of the preparation of legislative and non-legislative materials and the conceptual background, account is taken of the transfer of certain benefits (e.g. the orphan’s pension) between the various social security subsystems. The aim of this project is to clearly specify these considerations taking into account the theoretical and practical demarcation of the basic principles of insurance and non-insurance system benefits and their comparison with the current real situation concerning social security in the Czech Republic. A detailed description will be compiled of the various theoretical approaches to, definitions of and differences between insurance systems/benefits and non-insurance systems/benefit including comparisons with selected EU countries. The outcome of the analysis will consist of a list of benefits suitable for transference between the insurance and non-insurance social systems, a new form of benefits (entitlement conditions and amount, etc.) with new arrangements, and a summary of the advantages and problem areas associated with such a shift. The results of the project will serve as input for the conceptual and legislative activities of the Ministry of Labour and Social Affairs and, at the same time, provide a theoretical and practical definition of the basic principles relating to insurance and non-insurance social security benefits in the Czech Republic.
