Public opinion survey on building a so-called micro-creches and placing children under the age of three in such a childcare service facility
One of the preconditions necessary for the return to work of mothers following the birth of a child concerns the sufficient supply of quality and affordable childcare services. Childcare services on the border between collective facilities and individual care exist in a number of European countries. The Ministry of Labour and Social Affairs (MoLSA) was inspired by experience of such services especially in France, Germany and Austria in its proposal for so-called micro-creches, the operation of which is currently being tested in a pilot project in which RILSA is also involved. The project consisted of the conducting of two analytical studies in 2017 which mapped the services of the Tagesmutter/Tagesvater systems in Austria and Germany and an analytical study on the history and development of the “Nanny for children up to compulsory school age” and “Nanny for children’s corners” professional qualifications. In 2018, RILSA conducted a public opinion survey aimed at determining the experiences and attitudes of mothers with pre-school children with concern to reconciling their work and family lives, as well as at identifying their views and ideas on the settings of the operation of micro-creches that best meet the needs of families. A further objective consisted of determining under what conditions municipalities and carers who work in existing childcare services would be willing to establish micro-creches. The results of the project serve as a basis for setting up a new pre-school childcare service – micro-creches – and are also being employed in a further project commissioned by the MoLSA involving the pilot verification of this public service.
