Who can file a report

A report may be filed by a natural person who has become aware of possible illegal conduct in connection with their work or other similar activities for RILSA. The report may concern conduct that:

  • has the characteristics of a criminal offense,
  • has the characteristics of a misdemeanor,
  • violates a legal regulation or European Union regulation in the area specified by the Whistleblower Protection Act.

Ways to file a report

Reports can be filed through the internal reporting system in the following ways:

Reports can also be submitted via the external reporting system of the Ministry of Justice of the Czech Republic.

RILSA also allows anonymous reports to be submitted. However, in the case of an anonymous report, it may not be possible to inform the reporter that the report has been received or of the outcome of its assessment.

Competent person

Reports are received and assessed by a competent person designated in accordance with the Whistleblower Protection Act.

The competent person is obliged to maintain the confidentiality of the identity of the whistleblower and all persons mentioned in the report.

Handling of reports

  • The whistleblower shall be notified of the receipt of the report within 7 days.
  • The whistleblower shall be notified of the outcome of the assessment within 30 days.
  • In justified cases, this period may be extended by 30 days, up to a maximum of twice.
  • The relevant person may propose measures to remedy the identified unlawful conduct.

Protection of the whistleblower

The whistleblower is protected from retaliatory measures under Act No. 171/2023 Coll., on the protection of whistleblowers.

The report should be made in good faith that the reported facts are true. Protection does not apply to a person who knowingly makes a false report.

Processing of personal data

Reports and related documentation are kept for a period of 5 years in accordance with legal regulations and personal data protection rules.
