<p>This website currently operates only partly in accordance with Act No. 99/2019 Coll., on the accessibility of websites and mobile applications and on the amendment of Act No. 365/2000 Coll., on public administration information systems and on the amendment of certain other legislation, as amended, which serves to implement Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector entities (Official Journal L 327, 2.&nbsp;12.&nbsp;2016, p.&nbsp;1), and further in accordance with EN 301&nbsp;549 V2&nbsp;1.2 and the WCAG 2.1 standard, due to the non-conformance issues listed below.</p>

<p>Due to an excessive financial burden:</p>



<p>Some documents are submitted for publication on the website that can no longer be accessed (from other public administration offices, generated by the accounting system, etc.). Even so, the website operator is obliged to publish them. This is also the case of certain older types of photographs that lack an alternative text description. In addition, some videos embedded directly in the website may lack subtitles. Adapting these deficiencies so as to ensure full compliance with legislation and accessibility rules would represent an unreasonable financial burden for the operator. Therefore, according to Section 7 of Act 99/2019 Coll., this issue is not regulated, i.e. an exception has been temporarily applied due to the disproportionate financial burden (of rectification) in the sense of Article 5 of Directive (EU) 2016/2102.</p>

The aim is also to map their need for external assistance and to provide them with contacts for appropriate support services. Re-contacting the respondent will provide feedback of using the services and their effect. The project builds on the research carried out by both applicants in 2019, which will allow to evaluate changes in selected areas of life of the target group. It is based on sociological research combining qualitative and quantitative methods. The main output will be a&nbsp;research report. It will support the activities of application guarantors (the non-profit sector and the conceptual activities of the MoLSA).</p>

Popis: The objective of the Qualified Employee Programme is to provide support to direct employers who need to import qualified workers to the Czech Republic from Ukraine, Mongolia, Serbia, the Philippines, India, Belarus, Moldova, Montenegro and Kazakhstan. In terms of their development and settings, Czech Government economic migration programmes reflect, to varying degrees, the needs of the Czech Republic and the state administration system, as well as Czech employers and foreign workers themselves. The Confederation of Employers’ and Entrepreneurs’ Unions of the Czech Republic (KZPS CR) makes up one of the employer representatives which, together with state administration and other social partner representatives, form a&nbsp;working team under the Council for Economic and Social Agreement on the Employment of Foreign Workers. Thus, the project focuses on mapping the experiences of members of the Confederation of Employers’ and Entrepreneurs’ Unions of the Czech Republic with the employment of Ukrainian nationals under the Qualified Employee Programme and the previous Ukraine programme over the last two years, including experiences related to the covid-19 pandemic. The findings will enable the description of the experiences of employers with the implementation of managed economic migration. Such employer feedback, provided in an objective manner, is of considerable importance in terms of the overall assessment of government economic migration programmes.</p>

<p>The HR Excellence in Research Award (HR Award) is a&nbsp;prestigious European Commission award in the field of quality care for human resources in the research, development and innovation sectors. Via this award, the European Commission recognises those institutions that strive to align their human resources policies with the 40 principles of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The implementation of the Charter and the Code is ensured via the Human Resources Strategy For Researchers (HRS4R) framework. RILSA is currently implementing the various phases of HRS4R. Details of the procedure are set out in the Implementation Action Plan.</p>

<h2 class="wp-block-heading a3 mb-desk-40"><strong>The benefits of the implementation of HRS4R for RILSA and its researchers</strong></h2>



<p>The implementation of HRS4R principles is aimed at providing support for the development of the capacities, knowledge and skills of RILSA employees. It provides both stimuli and a&nbsp;long-term perspective for RILSA’s human resource management strategy, which, once the implementation process is concluded, will be fully compliant with the terms of the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers.</p>



<p><strong>The award means for RILSA and its researchers:</strong></p>



<ul class="wp-block-list">
<li>the enhancement of the prestige of working for RILSA, including the enhanced attractiveness of the organisation for both Czech and foreign researchers;</li>



<li>deeper involvement in the international network of research organisations;</li>



<li>the potential for obtaining financial bonuses for RILSA’s research from European and domestic research support programmes, i.e. preferential treatment in TA ČR, HORIZON 2020 programmes, etc.;</li>



<li>the enhancement of the quality of care for RILSA’s human resources pool by improving the conditions for enjoying an attractive career in the field of research with the contribution of the development of principles and procedures for the assessment and motivation of researchers.</li>
</ul>



<p>systematic approach to improving the culture of the organisation with the contribution of the introduction of the principles and tools set out in existing internal RILSA strategic human resources management documentation.</p>



<p>The publication of the HRS4R implementation process will be performed gradually in accordance with the schedule set out in the RILSA Action Plan.</p>
